David Zilles lives in Lynchburg, in the 23rd District of Virginia, where he is raising his two young children and working as a thermal fluids engineer.

David grew up in a tight-knit military family in a small town in Ohio where David and his three siblings were surrounded by extended family.After graduating from The Ohio State University with bachelor’s and master’s degrees in Aerospace Engineering, David began his career and in 2012 moved to Lynchburg.

David was compelled to action in February 2018 after one of the largest mass school shootings in U.S. history occurred at Marjory Stoneman Douglas High School in Parkland, Florida.

Today, David is running for a better commonwealth for us all – focusing on affordable healthcare, investing in education for our children’s future, and sensible gun reform.

A safe commonwealth that works for everyone.
We need a Commonwealth where all families and communities are safe, taken care of and can prosper. I believe these can be accomplished by implementing sensible measures to address the issues we have with gun violence in our communities, providing affordable and accessible healthcare, funding education and workforce development, ensuring we have clean air and water and preserving our public lands, and providing businesses of all sizes the opportunities to be successful. If elected, I will work hard to accomplish these goals to achieve a Commonwealth that works for everyone.

Provide Affordable and Accessible Healthcare
Healthcare should be a right, not a privilege. And as a right, it should be affordable and accessible. For too many in the Commonwealth, this is not the case. I support significantly decreasing healthcare premiums through cost-sharing programs with a public healthcare option. I support eventually moving to an all public healthcare system which has been estimated to cost less than our current system. I will work to ensure that high-quality health healthcare is accessible, particularly in rural areas. I will also support better and more accessible mental health services. We also need to significantly lower prescription drug prices that have skyrocketed due to the profit-driven big pharma companies. I will also work to address the opioid and heroin epidemic, which kills an average of two people in the Commonwealth every day.
 
Advance Public Education & Workforce Development
Education is a fundamental and critical investment in our children who are the future for what we hold dear to us, maintaining what we value and what we want to accomplish. I support increasing the state’s share of funding for public schools, particularly in rural areas. I also support giving appropriate pay raises for teachers and increased school safety measures. By increasing their salaries we can attract better teachers which will benefit our children and the Commonwealth overall. I will work to ensure we invest in workforce development to train people in a broad spectrum of job markets such as technology and innovation, green energy, public services, construction, and manufacturing.
 
Sensible Gun Reform
I support the Second Amendment, the right of our citizens to bear arms.

Unfortunately, we have very lax gun laws with loopholes and gaps that have enabled individuals who should not have access, the ability to purchase guns and inflict harm to themselves and others. Sensible gun reform measures such as background checks for all private sales, Red Flag laws, and appropriate Child Access Prevention laws can help end gun violence without infringing in any way on our Second Amendment rights. Studies have proven that where these laws have been in place, there are reductions in gun homicide, suicide, and trafficking rates. I will work hard to create and support legislation that implements these sensible gun reform measures to help make our families and communities safe.
 
Promote a Clean Environment with Renewable Energy Jobs
Addressing environmental issues is now more critical than ever before. I support measures that help protect our air and water and public lands that we all appreciate and enjoy having and experiencing, including a clean and renewable energy portfolio. Virginia has many opportunities to invest in green energy technologies such as wind and solar. I support funding and investing in these opportunities which can significantly increase the number of jobs for the Commonwealth. Virginia has also failed to take advantage of these opportunities by implementing arbitrary and restrictive regulations on these green technologies like net metering. Through net metering, Virginia puts a cap of 1% on net metering of green energy that can be provided to the grid thus shutting out other green energy customers. I support legislation that will significantly raise this cap – or abolish it altogether.
 
Equality for All
I support policies that will help to dismantle systemic racism: universal pre-k, eliminating cash bails, expanding voting rights, eliminating gerrymandering, and ending mass incarceration. I support the Whole Woman’s Health Act. I also support ratification of a federal Equal Rights Amendment (ERA) when reintroduced in 2020. I support equal rights for everyone regardless of sexual orientation. I will reject any legislation that does not support equal rights including laws that make it more difficult for same-sex couples to marry or develop a family.
 
Ethics in Government
I support bringing ethics back into the governance of the Commonwealth. This would include banning public service utilities from making contributions to campaigns, as well as to the Representatives that are responsible for regulating them.

Wendell Walker has been a Lynchburg resident since 1975, when he came here from Georgia to attend what was then Liberty Baptist College, now Liberty University.  He had the opportunity to work with Dr. Jerry Falwell and others in the ministry while a student. He then started a small business as a landscape contractor in Lynchburg. Over the last twenty years, Wendell has worked with the Commonwealth of Virginia, developing tomorrow’s workforce through Registered Apprenticeship programs.

Since the 1990s, Wendell has served as an active leader in the Republican Party. He has served in positions at various levels of leadership and has helped to recruit, campaign with, and elect many local, state, and national officials. Wendell understands the importance of having conservative representation at all levels of government, and has worked in every election towards that goal, from local Constitutional officers and City Council to U.S. Congressional races and our current President.

Wendell and his wife, Patsy, have two grown children. Their daughter, Rebecca, lives in Lynchburg. Their son, Greg, and his wife, Jessica, have two children and live in Ohio. Wendell and Patsy are members of Thomas Road Baptist Church where they have served faithfully.

Life and Family:
Wendell Walker is a pro-life leader in our community. For many years, he has worked and supported the right to life, from conception to natural death, on the local, state and national level. Wendell supports many pro-life and pro-family organizations and believes that institutions such as Planned Parenthood do not deserve your tax dollars.

2nd Amendment:
As a lifetime member of the NRA, Wendell Walker understands the importance of owning firearms. Recently, bills proposed in the General Assembly and supported by the governor are written to limit your ability to purchase and own firearms, and defend yourself in Virginia. In the face of such legislation, Wendell will fight for your 2nd Amendment rights.

Public Safety:
Wendell supports our law enforcement, our military, and our first responders. He knows the importance of our heroes having the crucial resources they need to do their jobs. Wendell also understands the potential consequences that come with sanctuary cities and will fight to keep them out of Virginia. There’s no place in Virginia for sanctuary cities.

Taxes:
Wendell knows that you can put the money you have earned to better use than the government.  He will vote against measures that will increase the tax burden on citizens in the 23rd District, and will introduce legislation to reduce unnecessary regulation and taxes on businesses and families.

President Trump:
Wendell Walker supports President Trump’s economic policy and Supreme Court Justice Appointments. Like President Trump, Wendell is not a Career politician. Rather, he is a hard-working businessman who believes in an America first and Virginia first approach.

Dr. Garrett grew up in Lynchburg, graduating with the E C Glass H.S. Class of 1974. Scott received his B.A. in Economics in 1978 and M.D. degree in 1984 from the University of Virginia. He has practiced as a general surgeon in our community since 1989, including distinguished service to the Johnson Health Center, the Free Clinic of Central Virginia, the Lynchburg Health Department and the Central Virginia Training Center.

In May 2006, Scott was elected to an at-large City Council seat. During his time on Council he has been a strong voice for fiscal responsibility and keeping city government accountable to the taxpayers. He has demonstrated the capacity and commitment to work with all citizens to address their concerns.

Scott’s involvement in the business, cultural and civic activities of Central Virginia has been diverse and extensive. He has served on the Executive Committee of the Board of Directors of the Lynchburg Regional Chamber of Commerce, as well as past President of the Board of Directors of the American Cancer Society, Historic Sandusky Foundation, and the
Lynchburg Fine Arts Center. His participation in the performing arts includes 13 years singing with FACination, a local choral group. He and his wife Whitney, along with their son Tyler and daughter Haley Gray reside in Lynchburg.

Civil Rights

2ND AMENDMENT

Scott received an A rating by the NRA and will continue to support the fight of Virginians to keep and bear arms as affirmed in the 2nd Amendment to the U.S. Constitution. He will fight to protect Virginia’s sportsmen and gun owners.

Scott, a medical professional of over 25 years, understands and believes that life begins at conception. As your Delegate, he will support and fight for Pro-Life legislation in Richmond.

Economy

ATTRACTING AND RETAINING GOOD PAYING JOBS

Our small businesses, employing 75% of America’s workers, are being strangled by regulatory burden and high taxes. We need to eliminate job-killing regulations, make it easier to open and grow a small business, thereby spurring economic growth and investment. Scott has been recognized by the Virginia Chamber of Commerce and the National Federation of Independent Business for his support of job creation legislation.

 

Education

Education matters. Scott supports reforms to Virginia’s Standards of Learning tests and more flexibility in the allocation of state education funding in the classroom. As a member of the House Appropriations Committee, Scott continues to advocate for increased teacher pay and benefits as well as making college more affordable for Virginia students.

Health Care

In his career as a General Surgeon, Dr. Scott Garrett has earned the trust of over 13,000 patients in his care. He has a unique understanding of how our healthcare system works and will champion policies that improve access, availability, and affordability of medical care for all Virginians.

TRADITIONAL MARRIAGE

Scott believes that marriage is a sacred covenant between a man and a woman. He continues to support the Marshall-Newman amendment ,which enacted that definition in the Virginia Constitution in 2006.
