During his time in the Air Force, Terry led his airmen in providing vital logistical support to both joint conventional and special operations forces. As a result of his leadership throughout his years of service, Terry started as a “slick sleeve’’ and 21.5 years later retired as a Senior Non-Commissioned Officer.

Following his military career, Terry still desired to make a difference in the world. So he took the skills, knowledge, and leadership experience developed during his time in the Air Force to corporate America, where he leads teams developing solutions to climate change. Terry’s work includes both developing renewable energy resources and making public facilities more resilient against climate change.

In addition, Terry has a doctorate in business and researched Renewable Energy Technology diffusion and adoption; he currently holds an MBA from Auburn University, and has been accepted to two PhD programs in Public Policy and Systems Engineering.

Terry presently lives in Yorktown, Va. with his wife, Jasmine, He is the father of two boys, Terrie and Ian. On Saturdays, Terry, a devout Seventh Day Adventist, attends Hampton Roads Seventh Day Adventist Church.

Issues

EDUCATION

Virginians are rightfully worried about their children’s education. With schools spending more time teaching anti-conservative agendas, and less time teaching reading, math, and science, our educational outcomes are in rapid decline.

It’s even worse for the African American community. Virginia has a massive educational divide, with students stagnant in some of the worst educational conditions in the country. But it does not have to be this way.

Schools are falling apart because no one holds educational bureaucrats accountable. So if we want to see real results for Virginia’s students, we need to introduce real incentives for them to perform. School choice will give EVERY Virginia student the opportunities they deserve. Despite what the opposing education establishment spin, research after research has shown
school choice improves BOTH public and private systems. In other words, a rising tide raises all ships.

Finally, values matter. Parents deserve to have a say in what their children are taught in school. I support removing government overreach, one-size-fit-all mandates by reducing the footprint of the Department of Education.

HEALTHCARE

Your medical decisions should be between you and your doctor. You deserve the freedom to decide what is best for you and your family, and not for the federal government to decide on your behalf.

That includes when it comes to the COVID-19 vaccine. Instead of politicians hammering those who are not vaccinated with restrictions until they comply, we should instead engage them in good faith by working with community leaders.

Unfortunately, such basic respect for others appears to be challenging for our politicians. Instead of respect, they now resort to fear and to forcing nonsensical restrictions on millions of Americans and their children. These restrictions do not build
faith in the vaccine, but cause resentment and division amongst the American people.

Our recent focus on the pandemic, Americans continue to pay outrageous prices for medicine, medical services, and health insurance.

We have tried the government approach with the ACA. It’s time to get back to what works by embracing free market principles, such as competition, to create a healthcare market that is not only affordable, but maintains the high standards for healthcare to which Americans have been accustomed. After all, you and your family deserve nothing less.

ECONOMY

Every AMERICAN deserves the opportunity to live their dreams and build a brighter future for themselves and their family. But over the last few years, opportunities have become fewer and farther between.

Our economy is stagnant. And the price of living is rapidly rising due to inflation caused by out-of-control spending. The status quo is making the American Dream harder to achieve with every passing day.

It’s time we build an economy that works for EVERY American. An economy in which the African American, Asian, Latino and other minority communities have the opportunities we deserve to uplift ourselves, our friends, and our families. Our potential is infinite. It’s time we embraced it.

But if we are to embrace our potential, we must embrace the freedom to determine our destiny. We must reject boundless government – a government that has rarely served us- and create an economic environment in which small businesses create good, well-paying jobs in their communities and OPPORTUNITIES.

I am committed to building such an economy. In this economy, economic growth will lift us ALL. And in this economy, we will unleash our potential through pro-growth policies such as low-taxes, an efficient regulatory environment, and commonsense investments to foster economic growth and generational wealth.

FOREIGN POLICY & NATIONAL SECURITY

The United States is at a crossroads. We no longer hold uncontested global primacy, but now find ourselves locked in what experts refer to as, “Great Power Competition.” For the United States to remain a global leader, we must realign our foreign and national security policies to meet the demands of the Power Competition.

Paramount amongst those policies is the need for a robust defense budget capable of meeting the demands of the United States’ National Security Strategy. We must provide the funding necessary to grow our military capabilities to continue overmatching China in order to serve as an effective deterrent to conflict. But the United States should not walk this path alone. Our allies, particularly those in NATO, must make parallel investments complimentary to those of the United States.

Finally, the United Nations and other international bodies must hold China accountable for their long history of human rights violations, thefts of technology, currency manipulation, and all other actions detrimental to international affairs and the human condition.

ENERGY

Climate change is a real problem deserving of a real solution and conservatism for GOD’s green earth is the solution.

We do not have to choose between economic growth and climate sustainability. In fact, sustainability is essential to long-term economic growth. But we must take an evidence-based approach to sustainability utilizing a capitalistic ideology from climate
policy and technology integration.

The United States must embrace an “All of the Above” approach to energy. We should say YES to wind and solar, but also to nuclear power, natural gas, and other more immediately attainable solutions, while still allowing for robust domestic oil production in order to lower gas prices as we work towards long-term climate solutions.

However, even if we were to somehow immediately reach net zero emissions today, we would still face devastating consequences due to the existing buildup of greenhouse gases. So we must invest in carbon sequestration technologies. Carbon sequestration removes carbon from the atmosphere. While this could be any of the high tech solutions currently in development, it can also be as straightforward as the Trillion Trees Initiative.

No matter how we approach energy and climate change, the United States needs a long-term strategy. Congress needs to move past the bickering of energy companies and special interest groups, and establish a clear pathway to success. As a renewable energy researcher, I look forward to leading this effort as your next Congressman from Virginia’s 3rd Congressional District.

CONSTITUTIONAL RIGHTS & FAMILY VALUES

The freedoms protected by our Constitution are fundamental to the continued success of the United States of America. For even as many foreign enemies our Constitution may have, the greatest threats to American liberty in the United States are found here at home.

Whether it is at school, on the internet or anywhere else, your First Amendment rights are under attack. We cannot allow the Cancel Culture or Big Tech to run this country. The United States of America belongs to the people, and the people must always remain free to speak the truth.

The Second Amendment underwrites the rest. Without the right to bear arms, there is no deterrent for the government to impede upon any of our other rights. The law is clear. Your right to keep and bear arms shall not be infringed. Let me assure you, I will always fight for your Second Amendment rights.

Finally, all life is sacred. I am pro-life.

IMMIGRATION

A nation without borders is not a nation at all. In less than a year, the current Administration has created a historic economic and humanitarian crisis along the southern border. 1.7 million illegal immigrants have been apprehended attempting to
enter the United States. And there are reports that over 1 million more may have entered the United States undetected.

The current administration said this crisis was seasonal and would subside in time; however, it shows no sign of slowing down.
